25 January 2018 g. The President of the Republic of Belarus issued Decree number 1 "On the change of the Decree of the President of the Republic of Belarus", according to which the Decree of the President of the Republic of Belarus № 3 from 02.04.2015 "On the prevention of social dependency" set out in new edition.

updated Decree I changed the name to "On Promotion of Employment" and entered into force with 01 January 2019 g.

The main task of the aforementioned Decree is to stimulate the employment of able-bodied citizens of the Republic of Belarus, that will be achieved through the use of economic and administrative management mechanisms.

For administrative and mechanical mechanisms for implementation Presidential Decree should include the following:

– the creation of local government jobs;

– the creation of the State of additional conditions for realization of entrepreneurial initiatives, stimulating self-employment.

And economic mechanisms to stimulate employment able-bodied citizens of the Republic of Belarus provides for compensation 100% the costs of those services, which are determined by the government, ie. with 01 January 2019 g. able-bodied citizens, not employed in the economy, pay for services, determined by the Council of Ministers of the Republic of Belarus, prices (tariffs), ensuring full compensation of economically justified costs for their rendering, After the inclusion of these citizens in a list of able-bodied citizens, not employed in the economy, paying for services with cost recovery.

According to the Resolution of the Council of Ministers number 314 from 24 April 2018 , the able-bodied citizens, not employed in the economy, pay for the cost of utilities, that correspond to the full reimbursement of expenses of the state to provide such services, namely: hot water supply, heating and gas supply in the presence individual gas heaters.

employment in the economy will be considered:

– working under an employment contract (contract);

– IP, advocates, notaries, artisans, and engaged in agrotourism;

– performing work under civil law contracts;

– those, who pays a flat tax;

– military, paramilitary officers organizations, having special ranks, military service during the passage military or special charges, as well as alternative service;

– artists, which confirmed the status creative union or professional certificate of the Artist;

– clergy, participants (members) monastery, the monastic community, as well as students of theological schools;

– members of national and national teams by type sport;

– unemployed, who are registered at the centers employment or being retrained by employment centers;

– they, who educates children to 7 years, disabled child the age of 18 years, three or more minor children;

– receiving full-time education, and receiving education at home. An exception – they, who runs training courses (lectures, thematic seminars, workshops, training, officer training) and educational program to improve the capacity and capabilities personality;

– they, who is engaged in the production of goods crop (except for flowers, ornamental plants, their seeds and seedlings), livestock (with the exception of the cities of Brest, Vitebsk, Gomel, Grodno, Minsk, Mogilev) on the land, provided for ancillary services, conducting a country (farm) economy, construction and maintenance of residential houses, including construction and (or) single-family services, blocked dwelling house, service registered by the state registration of the organization in the apartment blocked dwelling house;

TO able-bodied citizens, not employed in the economy, does not include citizens:

– receive income from renting of residential and non-residential room, parking spaces for the payment of income tax on individuals;

Not covered by the Decree "On promotion of employment" within 6 months as the citizens of Belarus, arrived in the Republic of Belarus for permanent residence, as well as foreigners or stateless persons, who have received a permanent residence permit in Belarus and registered place of residence. Period of six months counted from the month, in which they were registered in the country in the respective status.
